John Woolley, co-developer of The American Presidency Project and a UCSB political science professor, comments on President Obama’s vow to take executive actions to begin his economic plans in 2014 despite a “‘deadlocked’” Congress. Woolley explains that using executive powers like this is “‘nothing new,’” but that it is also “‘not as powerful as legislation.’”
